Measure 50 would put a cigarette tax increase into the Oregon Constitution to fund various health care programs. However, over 70% of the money raised under Measure 50 will not be expended for the Healthy Kids Program, which is supposed to be the main purpose of the measure.

Measure 50 also gives the legislature a $65 million blank check because that revenue isn’t dedicated to any specific health care expenditure. In addition, Measure 50 would be the first time the Oregon Constitution would be amended for a single tax on a single product.
